IIS: Resolution For Inability Of FrontPage to Open Local Web Sites On Win2K3 Server After SP-1 Has Been Applied
In IIS Manager, right-click the vti_bin folder under the Web site that you need to correct.
Set Directory Security by disabling Integrated Authentication and enabling Basic Authentication.
