Windows Server 2003 - Clear the "Network Load Balancing Failed to Start" Error Message
 
You may receive error 700 in the Windows system event logs indicating the following, even if you don't have network load balancing installed:
 
"The Network Load Balancing service failed to start due to the following error: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. Network Load Balancing is not installed on the system."
 
To resolve this, run RegEdit and navigate to the following key:
 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WLBS\Group
 
If the value is PNP_TDI, then clear the value (setting it to an empty string).  The next time you restart the computer, the error message will not appear.
